COVID-19 Precautionary Measures in Cuba (10 December Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents can enter Cuba.

  • Nationals/residents are allowed to enter Cuba with an expired passport issued after 1 January 2014. Nationals/residents who have a passport issued after 1 January 2014 that were not revalidated with a “Porroga” sticker are also allowed to enter.

Can a foreigner enter the country?

  • Yes

  • International passenger flights are allowed to resume operations. Foreign tourists are allowed to enter Cayo Coco, Cayo Largo del Sur, Santa Clara, and Varadero via special charter flights.

Is transit allowed through the country?

  • Yes

  • Transiting is allowed.

Is a test required on arrival?

  • Yes

  • All arriving passengers must undergo medical screening and a COVID-19 test on arrival. Arrivals (except tourists) will also need to have a second negative COVID-19 test result.

  • Tourists arriving on holiday charter flights will have a PCR test on arrival and will be transferred to their holiday resort.

Is quarantine required on arrival?

  • Yes

  • All arrivals must isolate themselves until they get test results.

Insurance required?

  • Yes

  • All travellers will need to present or purchase health insurance covering COVID-19 upon arrival in Cuba.

  • Non-residents must pay a “health tax” of USD 30 or equivalent on arrival for the COVID-19 test expenses.

Entry form required?

  • Yes

  • Arriving travellers will provide their health status by completing the “‘Declaración de Sanidad del Viajero”..

  • Tourists arriving at Cayo Coco must have a confirmation of a reservation at an approved hotel.

Airline restrictions

  • Minimal

  • International passenger flight operations have resumed. Special charter flights for tourists to Cayo Coco, Cayo Largo del Sur, Santa Clara, and Varadero are allowed.

  • José Martí International Airport in Havana is open.

Border restrictions

  • Moderate

  • Cuba reopened the majority of its provinces for tourism.

  • Seaports are open.

Curfew restrictions

  • Moderate

Social distancing restrictions

  • Minimal

  • Currently, Cuba is in phase 3 of a three-phase plan for lifting coronavirus measures across the country.

  • Maintenance of a 1.5-meter physical distancing protocol is compulsory.

Internal travel restrictions

  • Moderate

  • Travel and transport within each province varies according to the measures in place. Inter-provincial transportation is operating. The current exceptions are to/from Sancti Spiritus and Pinar del Rio. Any change in the situation in a province or municipality may mean inter-provincial or municipal transport links also change.

  • Most non-essential businesses in Cuba are open with reduced capacity and social distancing measures.

Accommodations open?

  • Yes with exceptions

  • Hotels and guest houses are opening with reduced capacity.

Restaurants open?

  • Yes with exceptions

  • Restaurants are open with reduced capacity and social distancing measures.

Bars and cafes open?

  • Yes with exceptions

  • Bars and cafes are open with reduced capacity and social distancing measures.

Beaches and tourism sites open?

  • Yes with exceptions

  • Beaches are allowed to open with reduced capacity.

Museums and heritage sites open?

  • Yes with exceptions

  • Museums are open with reduced capacity and social distancing measures.

Personal care services open?

  • Yes with exceptions

  • Personal care services are allowed to re-open with reduced capacity and social distancing measures.

Places of worship open?

  • Yes

  • Churches are allowed to resume services.

Masks required in public?

  • Yes

  • Face masks are currently mandatory in public places. Face masks must be worn at all times when travelling on buses, in taxis, and private for-hire vehicles.

Other

  • Educational establishments remain closed.

  • Campsites, social clubs, gyms, swimming pools can open and resume operations in a reduced capacity with social distancing measures.

  • Cinemas and theatres are open, and some sports events have resumed.
