COVID-19 Precautionary Measures in Spain (10 December Update)

Can a resident enter the country?

  • Yes

  • Residents are allowed to enter.

Can a foreigner enter the country?

  • No with exceptions

  • Most foreigners are banned from entering until 31 December.

  • Citizens and residents from the following countries are allowed to enter: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Sweden, Switzerland and the United Kingdom.

  • Residents of the following countries may enter if returning to their country of residence via Spain: Andorra, Bulgaria, Croatia, Cyprus, Monaco, Romania, San Marino, Vatican City, and Schengen member states.

  • Residents of the following countries arriving from these countries may enter: Australia, China, South Korea, Japan, New Zealand, Rwanda, Singapore, Thailand and Uruguay.

  • Travellers from other countries not listed may enter for essential reasons.

Is transit allowed through the country?

  • Yes with exceptions

  • Transit may be possible if the passengers are travelling to their home countries and have a layover no longer than 24 hours in Spain, as long as they do not need a transit visa. They must have an immediate connecting flight to their final destination. Passengers must stay airside at the airport.

Is a test required on arrival?

  • No

  • Travellers arriving in Spain will have their temperature checked. A test upon arrival is not required.

Test certificate required?

  • Yes with exceptions

  • Visitors from the following countries must produce a negative COVID-19 PCR test result, no more than 72 hours before arrival and the certificate must be in English or Spanish: Albania, Andorra, Argentina, Armenia, Aruba, Austria, Bahrain, Belgium, Belize, Bosnia and Herzegovina, Bulgaria, Cape Verde, Colombia, Costa Rica, Croatia, Cyprus, Czechia, Denmark, Estonia, France, French Polynesia, Georgia, Germany, Gibraltar, Greece, Guam, Hungary, Iceland, Ireland, Italy, Jordan, Kuwait, Latvia, Lebanon, Libya, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Monaco, Morocco, Netherlands, North Macedonia, Norway, Palestinian Territory, Panama, Poland, Portugal, Puerto Rico, Romania, Russian Federation, San Marino, Serbia, Slovakia, Slovenia, St. Martin, Sweden, Switzerland, Tunisia, USA, Ukraine, United Arab Emirates, and the United Kingdom.

    • This does not apply to those arriving from the Azores in Portugal, arriving from Rogaland, More or Romsdal, Nordland, Viken, Innlandet, Vestfold or Telemark, Agder, Vestland, Trondelag or Troms or Finnmarkin in Norway, arriving from Kitri, Ionia Nisia, Dytiki Ellada or Sterea Ellada in Greece, or arriving from Faroe Island or Greenland.

  • The country is using the Radar COVID application for contact tracing.

Insurance required?

  • Yes with exceptions

  • Students who are permitted to return must have valid medical insurance.

Entry form required?

  • Yes

  • Passengers must complete the online Health Control Form (FCS) regardless of nationality or residency status. The form provides contact information and a history of any exposure to COVID-19. This form can be found here.

Airline restrictions

  • Minimal

  • Airports are open. Commercial international and domestic passenger flights are operating.

Border restrictions

  • Minimal

  • Land borders are open.

  • Cruise ships are not allowed to dock until further notice.

Curfew restrictions

  • Moderate

  • Spain has extended the state of alarm until 9 May 2021.

  • The nationwide curfew is from 23:00 until 06:00. However, regions may change this curfew in their districts.

  • In Asturias community, a curfew from 22:00 until 06:00 (local time) is in effect.

  • In Aragon community, a curfew from 23:00 until 06:00 (local time) is in effect until 20 December.

  • In Castile and Leon, a curfew measure has been implemented from 22:00 until 06:00 (local time) until 10 January 2021. The perimeter will open between 23-26 December, 30 December-2 January 2021, and 5-6 January 2021. On 24 and 31 December, the curfew is extended until 01:30 (local time).

  • In Catalonia community, a nightly curfew from 22:00 until 06:00 (local time) is in effect until 21 December.

  • In Madrid community, a night curfew will run from midnight until 06:00 (local time) still in effect until 14 December.

  • In the Valencian community, the perimeter will be closed until 15 January 2021. The curfew will be extended to 01:30 on 24 and 31 December.

  • In Extremadura community, a nightly curfew from 00:00 to 06:00 (local time) extended until 9 May 2021.

  • In Galicia, a night curfew is in place from 23:00 until 06:00 (local time).

  • In La Rioja, a night curfew runs from 23:00 until 05:00 (local time) until 19 December.

  • In Castilla-La Mancha, night curfew is in effect until 31 December.

  • Cantabria closed its perimeters until 16 December.

  • In the Navarra community, night curfew from 23:00 until 06:00 (local time) extended until 18 December.

  • In Ceuta, a curfew from 22:00 to 07:00 will be imposed until 20 December.

  • In Mallorca, Balearics Islands, a night curfew from midnight until 06:00 is in place.

  • In the Andalusia community, a nightly curfew from 22:00 to 07:00 (local time) was imposed until 12 December.

  • In Canary Islands, the perimeter is confined until 10 January 2021.

  • On 25 December (Christmas Day) and 31 December (New Year’s Eve), communities can start night curfew from 01:00 (local time).

  • Entry and exit to and from municipalities will be allowed only for education, emergency, and work-related purposes.

Social distancing restrictions

  • Minimal

  • Indoor activities are limited to 50 attendees, and outdoor events are limited to 400 people.

  • Public and private gatherings are limited to a maximum of six people.

  • Funerals are allowed to a maximum of 15 people outdoors and 10 indoors.

  • In Madrid, social gatherings are prohibited from 00:00 until 06:00 (local time).

  • In Asturias community, social gatherings are limited to a maximum of six (6) people.

  • In the Galicia community, gatherings are restricted to a maximum of five (5) people.

  • In the Navarra community, gatherings are restricted to a maximum of six (6) people.

  • A maximum of 10 people can gather at a site on 24, 25, and 31 December, and 1 January 2021.

Internal travel restrictions

  • Minimal

  • Masks are required.

  • Renfe, the national train operator, is operating domestic and international routes.

  • All passengers on public transportation must wear a mask covering their mouth and nose and must adhere to social distancing measures.

  • Entering and exiting confined areas is prohibited, including the region of Madrid. There are some exemptions such as travel to your place of employment, attendance at medical appointments, or transiting the area to return to your place of residence. Entry for tourism purposes is not currently permitted.

  • Travel between communities is permitted from 23 December until 6 January to visit friends and relatives.

Non-essential shops open?

  • Yes

  • Shops are open with limited capacity and must close by 22:00 (local time).

  • In the Region of Murcia, commercial establishments can operate with limited capacity.

  • In the Navarra community, shops can operate with limited capacity and must close by 21:00 (local time).

Accommodations open?

  • Yes

  • Accommodations are open, but some amenities may be limited.

  • In Asturias community, hotels must close by 23:00 (local time).

  • In the region of Murcia, catering and hotel establishments are allowed to operate with limited capacity.

  • In Melilla, hotels can reopen from 07:00 until 20:00 (local time).

Restaurants open?

  • Yes, with exceptions

  • Restaurants are permitted to stay open until 01:00 (local time) with limited indoor and outdoor capacity.

  • A maximum of six people can sit at a table in restaurants.

  • Restaurants are open in the Catalonia region with limited capacity (indoors) until 21:30 (local time).

  • In Madrid, restaurants can operate with limited capacity.

  • In the Navarra community, restaurants are closed until 18 December.

  • In Andalusia community, restaurants may reopen until 21:30 (local time) for delivery services.

Bars and cafes open?

  • Yes with exceptions

  • Bars and cafes are permitted to stay open until 01:00 (local time) with limited capacity indoors and outdoors.

  • Sitting capacity in a bar is limited to a maximum of six people.

  • Bars are open in the Catalonia region with limited capacity (indoors) and until 21:30 (local time).

  • In Andalusia community, bars may reopen until 21:30 (local time) for delivery services.

  • In Madrid, bars can operate with limited capacity.

  • In the Basque Country, Murcia, 60 Galician and Riojan towns, bars are closed.

  • In the Navarra community, restaurants are closed until 18 December.

Beaches and tourism sites open?

  • Yes

  • Beaches are open with social distancing measures.

Museums and heritage sites open?

  • Yes with exceptions

  • Museums and sites are open with social distancing norms.

Personal care services open?

  • Yes

  • Personal care services are open.

Places of worship open?

  • Yes

  • Places of worship are open with limited capacity.

Events allowed?

  • Yes

  • Cultural events are allowed.

Masks required in public?

  • Yes

  • Face masks are mandatory for anyone over the age of 6 years on all public transportation, in most enclosed spaces, and public spaces. The specific rules for face masks could vary from region to region.

Other Restrictions

  • Some theatres, cinemas, educational institutions, and art galleries are open.

  • Dance halls, discos, and nightclubs until further notice.

  • Authorities imposed a nationwide ban on smoking in public areas when it is not possible to keep at least two meters away from others.

  • In Madrid, parks and gardens will have restricted hours.
