COVID-19 Precautionary Measures in Luxembourg (20 September Update)

Entry By Foreigner

Yes with exceptions
  • Citizens of the European Union and the countries associated with the Schengen area, as well as citizens of San Marino, Andorra, Monaco, and the Vatican/ Saint See, are free to enter Luxembourg, regardless of the purpose of the stay.

  • Most non-EU/third-country nationals are prohibited from entering Luxembourg until 30 September 2021. However, exemptions from this travel ban apply to travellers and nationals from the following approved countries and territories: Albania, Armenia, Australia, Azerbaijan, Bosnia and Herzegovina, Brunei Darusslam, Canada, China (subject to confirmation of reciprocity at EU level), Hong Kong, Israel, Japan, Jordan, Kosovo, Lebanon, Macao, Montenegro, New Zealand, Qatar, Republic of Moldova, Republic of North Macedonia, Saudi Arabia, Serbia, Singapore, South Korea, Taiwan, Ukraine, United States of America.     • For travellers from countries that are currently restricted, exemptions are made for travellers who are the citizens and family members of citizens of the European Union as well as long-term EU residents or travellers with essential purposes, cross-border workers, diplomats, military personnel, transit passengers, educational purpose, humanitarian purposes, seamen, and workers in agriculture and transport sectors. Test Certificate Required

Yes with exceptions
  • Luxembourg began accepting the “EU Digital COVID certificate” (EUDCC) from 1 July 2021. Holders of EUDCC will be allowed to enter Luxembourg, without being subject to further restrictions (testing or quarantine), on the condition that their certificate contains either:

    • Proof of vaccination, valid with the following conditions: 22 days after the first dose, or 14 days after the vaccination if the vaccine is administered in a single dose Janssen/Johnson & Johnson);

    • Proof of recovery from COVID-19, valid 180 days;

    • A negative result for a COVID-19 test. Either a negative PCR test certificate issued within the past 72 hours or a Rapid Antigen test certificate issued within the past 48 hours are accepted.

    • Children under 6 years old are exempted from the testing or quarantine requirements.

  • Before departure regardless of nationality, travellers over the age of 12 arriving in Luxembourg by air must present one of the following:

    • A negative result on paper or electronically of a (nucleic acid amplification) NAAT test for COVID-19 (PCR, TMA, LAMP methods), performed less than 72 hours before the flight or a COVID-19 rapid antigen test performed less than 48 hours before the flight by an authorized laboratory. The negative test result must be presented in one of the administrative languages of Luxembourg or in English, Italian, Portuguese and Spanish. This applies to all arrivals, including those from the Member States of the European Union or the Schengen area.

    • A recovery certificate issued by a practitioner or national authority of an EU Member State or Schengen Area Member State for persons who have had a recent COVID-19 infection within 6 months prior to travel and who have completed the applicable isolation period in the respective country with a resolution of all symptoms of infection.

    • A vaccination certificate attesting to a complete vaccination course carried out with an EMA-approved vaccine, issued by a public or medical authority of a Member State of the European Union or of a Member State of the Schengen Area.   • These obligations do not apply to travel by land or sea. Further exemptions from these obligations can be found here.

Test On Arrival

No with exceptions
  • There are no requirements for tests on arrival to enter the country. However, all travellers arriving in Luxembourg by air will be able to take a free PCR test at Findel airport. Passengers must be tested on the day of their arrival at the COVID-19 testing station at Lux-Airport, by presenting their flight ticket and voucher (available at the baggage claim area). The PCR test results are usually available within 24 hours.

Test Certificate Allowed

  • The negative test result must be submitted, if necessary supported by a translation, in one of the administrative languages of Luxembourg, in English, Spanish, Italian or Portuguese. This applies to all departures to Luxembourg, including those from the EU Member States or the Schengen area.

Insurance Required

  • Third-country nationals subject to a visa obligation to stay in Luxembourg are required to present proof of health insurance covering the travel period while applying for a visa.

Quarantine On Arrival

  • Luxembourg began accepting the “EU Digital COVID certificate” (EUDCC) from 1 July 2021. Holders of the EUDCC will be allowed to enter Luxembourg, without being subject to further restrictions (testing or quarantine), on the condition that their certificate contains either:

    • Proof of vaccination which is valid with the following conditions: 22 days after the first dose or 14 days after the vaccination if the vaccine is administered in a single dose Janssen/Johnson & Johnson);

    • Proof of recovery from COVID-19, valid 180 days;

    • A negative result for a COVID-19 test. Either a negative PCR test certificate issued within the past 72 hours or a Rapid Antigen test certificate issued within the past 48 hours are accepted.

    • Children under 6 years old are exempted from the testing or quarantine requirements.

  • Travellers are not required to enter quarantine on arrival to Luxembourg. However, isolation or quarantine for up to 10 days is required for people who test positive. Fines may be charged for violating quarantine. Accommodation facilities for tourists who test positive are available for cases identified by the Health Inspection Department and which require it.

  • People who have been in contact with a person who has tested positive must avoid all social contact and remain in their home or temporary accommodation for a period of 7 days, starting from the date of the last contact with the person who tested positive. These people receive a prescription to get tested from the 6th day onwards.

  • Passengers arriving from India are no longer required to undergo quarantine upon arrival in Luxemburg.

Vaccination Required

  • A vaccination for COVID-19 is not mandatory to enter the country. However, fully vaccinated travellers who can document that they have completed a course of vaccination are exempted from the requirement to present a negative COVID-19 test certificate.

  • Luxembourg considers travellers to be fully vaccinated only if they have completed the full course from one of the following vaccines: AstraZeneca, BioNTech/Pfizer, Johnson&Johnson, or Moderna. Details can be found on this website.

  • Luxembourg Airport announced the resumption of some flights within the Schengen Area. Commercial airline services are operating.

  • Face masks and maintaining social and physical distance are mandatory while travelling through the Luxembourg Airport.

Curfew

  • Nationwide curfew has been lifted.

Social Distancing

Moderate
  • Both indoor and outdoor gatherings are allowed. Public gatherings must not exceed 300 people (including children, regardless of age). Information regarding gatherings can be found here.

  • Any gathering of 11 individuals or more, up to a maximum of 50, is subject to the requirement that all attendees wear masks and maintain a minimum distance of 2 metres.

  • Under the CovidCheck technology, gatherings of 11 to 300 individuals can be held. The masking requirement, as well as the requirement for a minimum physical distance of 2 metres and seating arrangements, do not apply in this circumstance.

  • Certain events may gather more than 300 people without exceeding the 2,000-person limit provided that they are subject to a health protocol accepted in advance by the Health Directorate, which defines the health measures that must be observed.

  • A maximum of 10 visitors from different households, or all members of a single other household or any members of the same cohabitation, can be invited to private homes.

Transportation

  • Public transportation services are operational but limited.

  • There are currently no restrictions on inter-state or inter-city travel.

Is there a recommended app?

  • The Luxembourg Government provides a mobile application that can be found here to verify the authenticity and validity of the certificates according to the rules in place in Luxembourg. Travellers only need to install it if they need to check the authenticity and validity of a certificate. Travellers’ vaccination certificates are not saved on this app.

  • Tourist accommodations are open. There are currently no restrictions on booking hotels or guesthouses. The restaurants and bars inside the hotels are open to the public subject to certain restrictions.

  • Indoor and outdoor sports facilities are open with strict capacity limitations.

  • Any gathering exceeding 300 people is prohibited.

  • Elite athletes, their training partners and coaches, professional athletes, sportsmen and women in federal national frameworks, students of the Sportslycée and federal training centres, senior national teams, and their coaches are exempt from the health and sanitary restrictions during training and competitions.

Are masks in public required?

  • Face masks are mandatory on all public transport, in all indoor areas open to the public, for activities involving a gathering of more than 4 people, and in other public areas. More information regarding the mask mandate can be found here.

  • Failure to wear face masks may result in the individual incurring a fine.

Other Considerations

Not Applicable
  • Access to certain establishments may be limited to vaccinated persons under the CovidCheck system. The CovidCheck system is a system applicable to establishments (e.g. restaurants, bars), events or gatherings open to the public, where entry is reserved exclusively for people who have been vaccinated, recovered or tested negative (either by means of an on-site self-test or by means of a certified negative result). Children under 6 years of age are exempt from performing an on-site self-test or presenting a COVID-19 test certificate.

  • Cultural and entertainment establishments, including cinemas and movie theatres, are open, subject to restrictions.

  • Schools and daycare centres are currently open.

  • A maximum of 50 individuals can perform a musical activity at the same time in a venue that hosts music groups or in the open air, as long as a physical space of at least 2 metres is maintained between the various musical performers at all times.

Advice

The COVID-19 epidemic is constantly changing worldwide. Travel and border restrictions may change with little or no notice. Airlines may have their own requirements for testing, masking, and distancing. It is recommended that travellers carry a supply of face masks since the requirement can vary by location. It is recommended that travellers practice social distancing and maintain a 6-foot distance other individuals and avoid crowded areas.
