International Committee of the Red Cross declares Syrian conflict to be a civil war

As violent armed conflict flares in many areas of Syria, including the capital of Damascus, the International Committee of the Red Cross has declared a state of civil war in Syria. This declaration establishes international humanitarian “rules of war” throughout the country and grants all parties in the conflict the right to use appropriate force to achieve their aims.
