COVID-19 Precautionary Measures in Venezuela (23 November Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter Venezuela.

Can a foreigner enter the country?

  • No with exceptions

  • Foreigners from Panama, Mexico, Iran, Dominican Republic and Turkey are allowed.

  • Foreign nationals may enter for essential reasons only and need permission before arrival.

Is a test required on arrival?

  • Yes

  • Anyone arriving in Venezuela will be subject to COVID-19 testing at a designated health facility.

Test certificate required?

  • Yes

  • All travellers are required to have a negative COVID-19 PCR test certificate taken within the last 48 hours before boarding from their point of origin.

Is quarantine required on arrival?

  • No with exceptions

  • Travellers who test positive while being tested at the point of entry must quarantine in a state-run designated health facility.

Airline restrictions

  • Significant

  • All commercial flights, domestic and international, are suspended and will remain suspended until at least 11 February 2021, except for commercial flights to and from Turkey, Dominican Republic, Iran, Panama and Mexico.

  • Humanitarian, cargo, mail, technical landings, emergency flights, special authorized, and repatriation flights are allowed.

Border restrictions

  • Significant

  • Borders are closed to most foreign travellers who are not residents of Venezuela, with some exceptions.

  • All visas and accreditations issued on or before 13 March, including entry stamps for tourists and visitors, will be automatically extended until the national emergency is officially lifted.

Curfew restrictions

  • Significant

  • As of 23 November, Venezuela returns to the week of “radical quarantine” across the country. Under the 7+7 plan (seven days work and seven days quarantine), businesses and other activities will resume for seven days, and then strict quarantine measures will be in place for the subsequent seven days.

  • The bordering areas of Táchira, Zulia, Apure, Delta Amacuro, and Bolívar do not fall under the 7+7 model. They have been kept under a strict radical quarantine since March, until further notice. In these areas, only essential services are allowed to operate, such as food, medicine, and transport.

Social distancing restrictions

  • Significant

  • Social distancing must be maintained.

Internal travel restrictions

  • Moderate

  • During the radical quarantine, all non-essential movements are suspended. However, the transport sector is allowed to operate.

  • Checkpoints have been installed at the entrances to the capital, Caracas.

  • Roadblocks are in place, and inter-state travel remains banned except for those with a special permit (salvoconducto) issued by regional authorities.

  • Face masks are compulsory on public transportation.

Non-essential shops open?

  • No

  • During the seven days of radical quarantine, all non-essential movements are restricted, and non-essential businesses are closed. The only sectors that are allowed to operate are food, transport, surveillance/safety, electricity and medicine/healthcare.

Accommodations open?

  • No

  • Hotels and accommodation are not operating during the radical quarantine.

Bars and cafes open?

  • No

  • Bars are closed during the radical and flexible quarantine.

Beaches and tourism sites open?

  • No

  • Beaches and tourism sites are closed.

Museums and heritage sites open?

  • No

  • Museums and heritage sites are closed.

Personal care services open?

  • No

  • During radical quarantine, personal care services are closed.

Places of worship open?

  • No

  • Places of worship are closed.

Events allowed?

  • No

  • The government has suspended all events.

Masks required in public?

  • Yes

  • Wearing a face covering/mask is mandatory on public transport and in private vehicles, medical shops, grocery stores, healthcare facilities, ports, airports, and other public places.

Other

  • Educational institutions (including colleges and schools) will remain closed until further notice. However, nurseries are open.
