COVID-19 Precautionary Measures in Vietnam (18 November Update)

Can a resident enter the country?

  • Yes

  • Residents and citizens are allowed to enter the country.

Can a foreigner enter the country?

  • No with exceptions

  • All foreign nationals are banned from entering Vietnam, including people with a Vietnamese visa exemption certificate. Only foreigners on diplomatic or official business, highly skilled workers, and other special cases are allowed to enter the country at this time.

Is transit allowed through the country?

  • No

  • Transit through Vietnam is not allowed.

Is a test required on arrival?

  • Yes

  • A test is required on arrival. Arrivals will have a COVID-19 PCR test immediately after entry to quarantine areas.

Is a test certificate allowed?

  • Yes

  • Test certificates from a competent health authority of another country are accepted.

Test certificate required?

  • Yes

  • Arrivals, including citizens, must have a negative COVID-19 RT-PCR test result issued by the competent health authority of their country within 3 days prior to arrival.

Is quarantine required on arrival?

  • Yes with exceptions

  • Arrivals must undergo quarantine at army-run quarantine camps or at hotels and accommodation establishments. Those exempt from this measure are foreigners on diplomatic or official business, highly skilled workers, and other special cases if they stay in the country for less than 14 days.

  • Vietnamese and Japanese authorities have agreed to lift mandatory quarantine for short-term visits for business travellers and officials.

Airline restrictions

  • Moderate

  • Airports are open. Domestic flights are operating.

  • Commercial flights to and from Vietnam remain very limited.

  • Travellers are required to wear face masks during their flight and while at the airport.

  • Vietnam authorities have decided to resume commercial air routes to Guangzhou (China), Taiwan (China), Seoul (the Republic of Korea), Tokyo (Japan), Phnom Penh (Cambodia), and Vientiane (Laos).

  • A number of repatriation flights have been planned from different countries in November and December. Four Vietnamese domestic airlines will operate these flights (Vietnam Airlines, Vietjet Air, Bamboo Airways, and Pacific Airlines)

  • 7 flights from North America

  • 16 flights from EU countries

  • 14 flights from Southeast Asian countries

  • 5 flights from Australia

  • 1 flight from Hong Kong, 1 flight from Taiwan, 3 flights from Japan, 1 from South Korea, 1 from India, 1 from UAE, 1 from Angola, and 1 from Israel.

Border restrictions

  • Significant

  • The borders with China, Cambodia, and Laos are closed, except for cargo transportation.

  • Authorities announced another automatic visa extension until 30 November for foreigners remaining in the country due to the pandemic.

Curfew restrictions

  • Minimal

  • Currently, no curfew is in place.

Social distancing restrictions

  • Moderate

  • In Da Nang, a maximum of 30 people can gather in one place.

Internal travel restrictions

  • Moderate

  • Masks are required when travelling.

  • All intercity travellers must have a health declaration form.

  • Checkpoints remain at borders between cities and provinces. Police will conduct temperature checks and inspect vehicles.

  • Anyone coming from Da Nang to Ho Chi Minh City must have a COVID-19 test.

  • Public transport, including taxis and coaches, is permitted to operate with reduced schedules.

  • Travellers coming from Hoi An to Hanoi may undergo COVID-19 testing and mandatory quarantine for 14 days.

  • Inter-provincial transportation is operating, except for high-risk areas.

Non-essential shops open?

  • Yes with exceptions

  • All essential and some non-essential businesses have reopened.

  • Non-essential businesses such as karaoke, movie theatres, etc. remain closed.

Accommodations open?

  • Yes

  • Accommodations are open.

Restaurants open?

  • Yes

  • Restaurants are open for dine-in services.

Bars and cafes open?

  • No

  • Bars and cafes remain closed.

Beaches and tourism sites open?

  • No with exceptions

  • With the exception of areas in COVID-19 high-risk zones, most tourist attractions are open.

  • Tourist spots in Binh Dinh and Phu Yen provinces are open.

  • Beaches are open in the Da Nang area.

Personal care services open?

  • No

  • Beauty salons and gyms remain closed.

Events allowed?

  • Yes with exceptions

  • Crowded events and sports activities are allowed, but participants are required to wear masks and follow hygiene guidelines.

Masks required in public?

  • Yes

  • The use of face masks is required and social distancing is highly recommended. Some buildings, businesses, or venues may refuse entry to anyone not wearing a mask.

Other

  • With the exception of some high-risk areas, most businesses are open.

  • All schools have opened.
