COVID-19 Precautionary Measures in Curaçao (10 December Update)

Can a resident enter the country?

• Yes

• Citizens and permanent residents of the country can enter.

Can a foreigner enter the country?

• Yes with exceptions

• Curaçao has classified countries into categories as a low, medium, or high-risk with different entry protocols. Travellers can find the status of their country here.

Is transit allowed through the country?

• Yes

• Transit through Curaçao is only possible if transit passengers do not leave the aircraft or are transferred from one plane directly to the other.

Is a test certificate allowed?

• Yes

• Test certificates issued outside of Curacao are accepted. Please note that PCR tests based on gargle samples will not be accepted.

Test certificate required?

• Yes with exceptions

• Travellers from medium and high-risk countries must have a negative COVID-19 PCR-test performed by an accredited laboratory no more than 72 hours before departure. Travellers need a printout of the certificate and the documents as proof. PCR test results must be uploaded to http://dicardcuracao.com before departure.

Is quarantine required on arrival?

• Yes with exceptions

• Travellers arriving from high-risk countries must quarantine upon arrival for 14-days.

• All crew from ships docking in Curaçao must stay in a 14-day quarantine under strict supervision in a local hotel assigned by authorities. No cruise ship passengers are admitted. Quarantine for cabin crew of yachts is possible.

• Anyone who has travelled to another country where there is a high-risk of COVID-19 infections or who has been in contact with a person who tested positive for COVID-19 within 14 days before arrival will be placed in mandatory quarantine.

• Travellers who do not meet the required entry conditions are subject to quarantine on arrival at their own expense.

Insurance required?

• Yes

• Travellers must be adequately insured for any additional costs for quarantine or medical care during their stay.

Entry form required?

• Yes

• All travellers must complete the digital Immigration Card online before departure and the Passenger Locator Card (PLC) within 48 hours before departure. Travellers must have a printout of these documents as proof. Both of these forms can be found here.

• Travellers from high-risk countries will only be allowed entry with a written exemption. To request permission for entering Curacao from any high-risk countries, visit this website.

• Travellers must carry a printed document of proof of the Passenger Locator Card at all times.

• Curacao has introduced an app called “Dushi Stay App”, which provides all the updates about the latest COVID-19 guidelines within Curacao. The app is available on Google Play Store (Android) and App Store (iOS).

Airline restrictions

• Minimal

• Most flight operations have resumed. Face masks are required at airports.

Border restrictions

• Minimal

• There will be a limit of 20,000 travellers allowed into Curaçao to avoid the possibility of additional pressure on the local health system.

• Maritime borders are closed until further notice. No cruise passengers are currently admitted.

Curfew restrictions

• Significant

• The government has imposed a nationwide night curfew from 21:00 to 04:30 every day. However, individuals with valid reasons may request an exception. The authorization for such requests may take up to 72 hours.

• The restrictions will remain in place until at least 21 December.

Social distancing restrictions

• Moderate

• Groups having more than four people are not permitted in public spaces.

• A maximum of up to 50 people are allowed per establishment. A request for exemption is no longer possible, including religious places. Establishments will be required to close by 20:00.

• Work from home is recommended whenever possible.

Internal travel restrictions

• Minimal

• Face masks are required.

• Public transportation is operating until 21:00.

• Car rental is available, and drivers can move about freely on the island.

Non-essential shops open?

• Yes with exceptions

• Businesses, including shops, are open.

• All shops, malls must close by 18:00, except for supermarkets, minimarkets, bakeries, gas stations, pharmacies and lottery offices which must close by 20:00.

• Supermarkets and liquor stores may sell alcohol; however, alcohol must be consumed at home and not on-site.

Accommodations open?

• Yes with exceptions

• Hotels are open. Bars and restaurants in hotels may remain open. However, after 20:00, bars and restaurants inside the hotel premises are only allowed to entertain the customers staying in the hotel.

Restaurants open?

• Yes with exceptions

• Restaurants are permitted to open; however, the establishments may provide only delivery, take-out, curbside or drive-through services. Establishments will be required to close by 20:00.

• Restaurants that have the facility to provide dining on the terrace or outdoors may serve up to 50 customers.

Bars and cafes open?

• Yes with exceptions

• Bars, snack bars, and beach bars are required to close by 17:00 and may only offer curbside, take-out and delivery services.

Beaches and tourist sites open?

• Yes

• Gatherings of more than 4 people are not allowed on beaches, unless from the same family and same household.

Personal care services open?

• Yes

• Gyms, Crossfit boxes, and fitness centres are limited to a maximum of 25 persons. A physical distance of up to 2 meters must be maintained.

Places of worship open?

• Yes

• A maximum of up to 50 people is allowed in religious places. Establishments will be required to close by 20:00.

Events allowed?

• Yes

• Sports events are allowed without spectators.

• Musical performances will be permitted under some conditions, including with only four musicians and a technician on stage.

Masks required in public?

• Yes

• Masks are mandatory in supermarkets, Toko, bakeries, pharmacies, shops, mini markets, hospitals, clinics, bookstores, hardware stores, funeral homes, barbers, and hair salons for people over 18 years of age.

• Use of masks in establishments that are currently not mentioned above is not mandatory; however, it is highly recommended.

• If a 2 metre (6 feet) distance cannot be kept in establishments, visitors are asked to wear face masks.

Other

• In-person classes in schools have resumed. Schools can have a maximum of 15 children per classroom. Masks are mandatory for all adults. During classes, 2 meters of distance between students and teachers must be maintained. During practical sessions, when the teacher is closer to students, masks are mandatory.

• Truck Ipan/food trucks will be allowed to provide delivery, take-out and curbside pickup services from 16:00 to 20:00.

• The consumption of alcohol on-site at all hospitality establishments with an alcohol license is banned (including restaurants, hotels, cafes, beach bars, etc.).

• Casinos are closed.
