COVID-19 Precautionary Measures in Cambodia (28 November Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter Cambodia.

Can a foreigner enter the country?

  • No with exceptions

  • Foreigners with proper visas and travel documents can enter Cambodia. Cambodian Embassies will only accept applications for diplomatic, official, and “sponsored” business-linked visas, and will not issue tourist or other visas to enter Cambodia at this time.

Is transit allowed through the country?

  • No with exceptions

  • Transit through land borders is not allowed since borders are closed.

  • The few flights that are allowed to transit through Cambodia although are not allowed to disembark passengers.

Is a test required on arrival?

  • Yes

  • All travellers are subject to medical screening.

  • A COVID-19 test will be carried out on arrival regardless of having a negative test certificate. Travellers must wait in quarantine for the test report.

  • On arrival, passengers must deposit $2,000 in the Cambodian Bank for testing and treatment purpose. After deduction for any services, the remainder of the deposit will be returned.

  • The charges are not required for Cambodian nationals, individuals with diplomatic visa (A-class) or official visa (B-class) and children below 15 years of age. This requirement does not apply to Cambodian nationals who hold foreign passports with a VISA K entry permit.

Test certificate required?

  • Yes

  • A negative COVID-19 PCR test report obtained within 72 hours of departure from the embarkation place is required for foreign nationals.

Is quarantine required on arrival?

  • Yes

  • All travellers are subject to quarantine for 14 days. Travellers whose arrival test is positive will undergo quarantine in a government-designated facility at their own expense. Travellers with a negative result will be allowed to undergo quarantine at their own location, where another test will be carried out on 13th or 14th day of their quarantine period.

  • If any passenger found COVID-19 positive in the flight, every passenger who was present on that flight must undergo quarantine for 14 days.

Insurance required?

  • Yes

  • Travellers have to purchase a local health insurance package that includes a minimum of $50,000 for COVID-19 treatment.

Airline restrictions

  • Moderate

  • Masks are required in airports and on flights.

  • Commercial flights are operating to and from Cambodia.

  • Korean Airlines, Asiana Airlines and Eva Air are some of the airlines operating to and from Cambodia.

  • Cambodian authority can impose some additional airline restrictions suddenly.

  • Airlines facility can be suspended or reduced without any notice.

  • All Nippon Airways will resume flights from 1 December to 31 January.

Border restrictions

  • Significant

  • Land borders with Vietnam, Thailand and Laos are closed.

  • Cambodian authorities have suspended all visa exemptions, e-visas, and visas on arrival.

Curfew restrictions

  • Minimal

  • No curfew is in effect.

Social distancing restrictions

  • Moderate

  • Social distancing is encouraged for everyone. There is a phased approach for restrictions based on numbers of COVID-19 cases. Restrictions can be imposed or lifted with little notice.

Internal travel restrictions

  • Minimal

  • There are no restrictions on travel within Cambodia.

Non-essential shops open?

  • Yes

  • Shops are open.

Accommodations open?

  • Yes

  • Hotels and other accommodations are allowed to open however services and recreation amenities could be limited. Travellers should contact hotels directly when booking as some remain closed.

  • Temperature checks may be carried out in many hotels when entering.

Restaurants open?

  • Yes

  • Restaurants are open.

Bars and cafes open?

  • No

  • Bars and discos remain closed.

Beaches and tourism sites open?

  • Yes

  • Public beaches will remain open.

Museums and heritage sites open?

  • No

  • The government has closed museums until further notice.

Places of worship open?

  • Yes

  • Churches have reopened with social distancing measures which include temperature testing before entering the churches, maintaining a physical distance, wearing face masks, and sanitizing hands frequently.

Events allowed?

  • No

  • The government has closed cultural and entertainment venues until further notice.

Masks required in public?

  • No with exceptions

  • In public places, wearing a face mask is not mandatory. Many airlines require a face mask to be worn while in the airport and during flight.

Other

  • Schools are gradually reopening. Educational institutions with valid licenses will be eligible to reopen.

  • Leisure facilities such as gyms will remain closed.

  • Night clubs are not allowed to open.

  • Few casinos have reopened with permission.

  • Cinemas and theatres will remain closed.
