COVID-19 Precautionary Measures in Norfolk Island (18 November Update)

Can a resident enter the country?

  • Yes

  • Currently residents are permitted to enter into Norfolk Island.

Can a foreigner enter the country?

  • Yes with exceptions

  • Currently, Australian borders, including Norfolk Island, are closed to foreign nationals. However, Norfolk Island is now open to tourists from Australia except for the visitors travelling from Victoria unless they have been approved as essential workers. Travellers from any Australian state or territory except for Victoria are free to visit the island unless they are not coming from any Commonwealth declared COVID Hotspots.

  • Travel restrictions of Victoria will be withdrawn from 23 November. Both the Metropolitan and Regional travellers from Victoria will be allowed to visit the Norfolk Island after 23 November.

Is quarantine required on arrival?

  • Yes with exceptions

  • Anyone from the Australian state of Victoria will be subject to 14 days mandatory quarantine on the island.

Entry form required?

  • Yes

  • Anyone travelling to Norfolk Island must complete and obtain an online Entry Pass within 24 to 72 hours prior to their journey.

Airline restrictions

  • Moderate

  • Flight restrictions have been eased to allow all residents to return home. Commercial flight services are currently available.

Border restrictions

  • Significant

  • Australian borders, including Norfolk Island, are currently closed to foreign nationals.

Curfew restrictions

  • Minimal

  • The state of emergency has been extended until 31 December. There is no curfew or lockdown in effect in Norfolk Islands.

Social distancing restrictions

  • Minimal

  • Group sports activities may resume under Level C guidelines of the Australian Institute of Sport Framework.

  • Mass gatherings are currently limited to a maximum of 100 people.

  • Schools are allowed to open.

  • Workplaces may open but must practice social distancing and sanitary standards.

  • Massage therapists, beauticians, and other services are allowed to open but only with public health measures.

Internal travel restrictions

  • Local transportation services are currently operating, and citizens are free to travel within Norfolk Island. Some local restrictions may apply.
