COVID-19 Precautionary Measures in Taiwan (23 November Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter the country.

Can a foreigner enter the country?

  • Yes with exceptions

  • Foreign nationals are permitted to enter Taiwan provided they are not entering for tourism or visiting friends. There are currently no visa waivers for visitors to Taiwan. Travellers should apply for a visa to enter Taiwan in advance of travel.

  • Spouses and children of Taiwan nationals from mainland China are allowed to enter Taiwan and are subject to quarantine measures.

  • Travellers holding Alien Resident Certificates (ARCs), documents that prove they are in Taiwan for diplomatic or official reasons or for business contracts, special entry permits, students on approval from the Ministry of Education, medical emergency approved by the Ministry of Health, and visitors with special humanitarian reasons are allowed entry.

Is transit allowed through the country?

  • Yes with exceptions

  • Passengers are allowed to transit through the Taiwan Taoyuan International Airport with the following restrictions:

  • Passengers holding the People’s Republic of China passports are not permitted to transit in Taiwan.

  • Those transiting will need to board connecting flights of the same airline company they fly in on. Transits must last less than 8 hours. Transit passengers who need to wait for more than one hour will wait in a separate location from other passengers.

  • From 1 December to 28 February all transit passengers have to provide a negative covid-19 test certificate within three days (72 hours) prior to boarding.

Is a test required on arrival?

  • Yes with exceptions

  • All travellers coming to Taiwan must declare if they have had COVID-19 symptoms in the last 14 days. If anyone reports symptoms, they must have a PCR test at the airport or a hospital immediately after entry into Taiwan. If the person tests negative, they must have a second test after 24 hours. Travellers will be required to wait for both results at a designated quarantine centre. With negative test results, the traveller can leave the quarantine centre and carry out a 14-day self-isolation at home or in a designated quarantine hotel. Any traveller with a positive test will be hospitalized.

Is a test certificate allowed?

  • Yes

  • Test certificates obtained outside of Taiwan are accepted.

Test certificate required?

  • Yes

  • All foreign nationals must present an English-language certificate for a negative COVID-19 test performed within three days (72 hours) prior to boarding the flight to Taiwan.

  • The following travellers may be exempt from the negative COVID-19 test certificate requirement: Taiwan nationals, travellers on diplomatic or official business, migrant workers, students, travellers coming to Taiwan for emergency situations, humanitarian reasons, and crew members on vessels arriving in Taiwan.

  • From 1 December to 28 February all travellers arriving in Taiwan have to provide a negative Covid-19 test certificate completed within three days (72 hours) prior to boarding.

Is quarantine required on arrival?

  • Yes

  • All foreign nationals must quarantine for 14 days.

  • Business travellers on short trips and who are arriving from countries at low risk for COVID-19, will be quarantined for five days. When the quarantine period ends, travellers will be tested for COVID-19 at their own expense and released if they have a negative test.

  • Business travellers who plan longer stays and who are arriving from high-risk countries will be subject to the 14-day quarantine.

  • Travellers arriving from the Philippines will undergo a mandatory 14-day quarantine at a designated facility. Travellers with symptoms will undergo a COVID-19 test while asymptomatic travellers will move to the home quarantine or hotel for 14 days quarantine and after that travellers need to practice 7-day self-health management measures.

  • Travellers coming from Australia who stay in Taiwan for less three months may be eligible for a reduced 7-day quarantine. They must provide a negative COVID-19 test certificate issued within 72 hours prior to departure and 7 days after arrival.

Entry form required?

  • Yes

  • Travellers must complete an entry form with quarantine details and a Health Declaration Form 48 hours prior to arrival in Taiwan. The form is available here.

Airline restrictions

  • Moderate

  • International and domestic flights are currently operating at a reduced level.

  • Flights between Taoyuan and Seoul have resumed.

  • Scoot Airlines and KLM Royal Dutch Airlines have resumed services.

  • EVA Air has partially resumed passenger flights to Bangkok, Thailand. Chinese Airlines plans to resume flights from November.

  • Cathay Pacific will operate two flights in this month between Hong Kong and Kaohsiung from 21 November.

Border restrictions

  • Moderate

  • Borders are open for citizens, residents, and foreigners who are eligible to enter.

  • Cruise ships are not allowed to dock at Taiwan ports.

  • Airports have thermal scanners installed. Anyone found with symptoms of COVID-19 will be denied entry.

  • The visa extension has been initiated for foreign travellers who are in Taiwan from or before 21 March.

Curfew restrictions

  • Minimal

  • Taiwan never imposed a total lockdown, and many restrictions on businesses and gatherings have been lifted.

Social distancing restrictions

  • Minimal

  • There are no limits on the number of people allowed at public gatherings.

Internal travel restrictions

  • Minimal

  • There are no domestic travel restrictions in Taiwan.

  • Taxis and other public transport systems are currently operating normally.

Non-essential shops open?

  • Yes

  • Essential and non-essential shops are open.

Accommodations open?

  • Yes

  • Accommodations are open.

Restaurants open?

  • Yes

  • Restaurants are open.

Bars and cafes open?

  • Yes

  • Bars and cafes are open.

Personal care services open?

  • Yes

  • Gyms, spas are allowed to open.

Events allowed?

  • Yes

  • Cultural events and leisure events are allowed to take place.

  • For indoor weddings, the limit on the number of attendees is lifted if names and contacts are recorded and social distancing norms are observed.

Masks required in public?

  • No with exceptions

  • From December 1, people must wear masks in the following eight types of public venues: healthcare facilities, public transportation, places of consumption, learning places, sports and exhibition venues, entertainment venues, religious and worship places, offices and business venues.

Other

  • Some sports facilities, including baseball stadiums, are open.

  • Cinemas, art exhibitions are allowed to open.

The COVID-19 epidemic is changing constantly worldwide. This information is subject to change as the situation evolves. Travel and border restrictions may change with little or no notice.
