Can a foreigner enter the country?

Croatia has opened borders to all EU/EEA nationals and individuals holding permanent residence in the EU/EEA countries, as well as all third-country including the USA and Canada citizens that intend to enter Croatia for business, tourism, as a student, or other personal reasons, including urgent personal reasons (which could include attending a funeral, presenting a death certificate or an obituary as proof), visiting due to a medical emergency, being an owner or lessee of real estate (including seagoing vessels) in Croatia with proof of ownership.

Passengers are allowed to transit through Croatia for less than 12 hours.
Is a test required on arrival?

Travellers may take a test upon arrival to shorten their quarantine time.

A test certificate is not required. However, foreigners who do have a COVID-19 test report no older than 48 hours prior to arrival will not be required to self-quarantine for 14 days.
Is quarantine required on arrival?

Foreigners entering the country (except for the EU and EAA nationals) for business, tourism, or educational purposes will not be required to quarantine if they possess a COVID-19 negative certificate done 48 hours prior to arrival.

If the test report is older than 48 hours, the travellers will be subject to self-isolation and have to undergo another COVID-19 test at their own expense for at least 7 days.

Travellers without a COVID-19 test report are subject to a mandatory self-quarantine for 14 days.

EU and EAA nationals will be required to self-isolate or quarantine for 14 days with the option of taking a Covid-19 test on the seventh day for early release if it comes back negative.
