COVID-19 Precautionary Measures in Luxembourg (16 November Update)

Can a resident enter the country?

  • Yes

  • Residents and citizens are permitted to enter the country.

Can a foreigner enter the country?

  • Yes with exceptions

  • Luxembourg lifted entry restrictions for EU, EEA member countries, the UK, Switzerland and countries approved by the European Union, including Australia, Japan, New Zealand, Rwanda, China, Hong Kong, Macao (subject to reciprocity at European Union level), South Korea, Thailand, and Uruguay.

  • Third-country nationals travelling from a country not listed are not allowed to enter Luxembourg, with some exceptions. The restrictions will remain in place until 31 December 2020.

  • For countries that are currently restricted, exceptions are made for travellers who are the citizens and family members of the European Union as well as long-term EU residents or travellers with essential purposes, cross-border workers, diplomats, military personnel, transit passengers, educational purpose, humanitarian purposes, seamen, and workers in agriculture and transport sectors.

Is transit allowed through the country?

  • Yes

  • Passengers are allowed to transit through Luxembourg.

Is a test required on arrival?

  • No

  • There are no health screening requirements to enter the country.

Test certificate required?

  • No with exceptions

  • Eligible third-country travellers over 11 years of age entering Luxembourg, whose travel does not originate from an EU member country or one of the countries exempted by the European Union, including Australia, China, Hong Kong, Macao (subject to reciprocity at European Union), Japan, New Zealand, Rwanda, South Korea, Thailand and Uruguay, must submit proof of negative COVID-19 test at the time of boarding. The test must have been performed within 72 hours prior to boarding from the point of origin.

Is quarantine required on arrival?

  • No with exceptions

  • Travellers are not required to quarantine.

  • Isolation or quarantine is required for people who test positive or have been in contact with a confirmed COVID-19 patient.

Insurance required?

  • Yes

  • It is important to get travel insurance, which covers the COVID-19 related expenses while travelling during the pandemic.

Airline Restrictions

  • Minimal

  • The Luxembourg Airport announced the resumption of some flights within the Schengen Area. Commercial airline services resumed.

  • Face masks and maintaining social and physical distance is mandatory while travelling through the Luxembourg Airport.

Border restrictions

  • Moderate

  • Land and air borders are open.

Curfew

  • Significant

  • A nationwide overnight curfew has been imposed from 23:00 to 6:00 (local time). The curfew will not affect essential works or for people who travel or return home from work during these hours. The curfew will remain in place until 30 November.

Social Distancing

  • Moderate

  • Social distance of up to 2 meters must be maintained. Violators may be fined.

  • No more than four people from different households will be allowed to meet or gather.

  • All COVID-19 measures, except curfew, will remain in effect until 31 December.

Internal travel restrictions

  • Moderate

  • Public transportation services are operating, but services may be reduced.

  • There are currently no restrictions on inter-state or inter-city travel.

  • Social distance and the use of face masks are mandatory while using public transportation, except for children ages six or less.

  • Travel is not allowed during curfew hours.

Non-essential shops open?

  • Yes

  • Most businesses are open, including shops, driving schools, archives, and exhibition centres.

  • Libraries and other cultural institutions are open with reduced capacity.

  • Any sale area equal to or greater than 400 square meters must apply 10 square meters per customer rule while shopping.

Accommodations open?

  • Yes

  • Tourist accommodations are open. There are currently no restrictions on booking hotels or guesthouses.

Restaurants open?

  • Yes

  • Restaurants can open until 23:00 for indoor services. Tables can be booked for groups of up to four guests, unless from the same household. The maximum capacity of restaurants is 100 people. The tables must be kept 1.5 meters apart. Masks are required on entry and exit and while not seated.

Bars and cafes open?

  • Yes

  • Bars are open. Cafes can remain open until 23:00. Tables can be booked for groups of up to four guests, unless from the same household. Tables must be kept 1.5 meters apart. Masks are required on entry and exit and while not seated.

Beaches and tourist sites open?

  • Yes

  • Tourist sites are open.

Museums and heritage sites open?

  • Yes

  • Museums are open with reduced capacity and online reservations in advance.

Personal care services open?

  • Yes

  • Hairdressers and beauty parlours are open on an appointment basis.

Places of worship open?

  • Yes

  • Churches and places of worship are open.

Events allowed?

  • Yes

  • Cultural events are allowed. However, reservations must be made in advance, and safety and social distancing protocols must be followed.

  • Group sports with more than 4 people are prohibited, except for professional or elite sports and school activities.

  • Weddings and funerals are permitted with social distancing measures and with a maximum of 10 guests.

  • Any events with over 100 participants, except for protests, must be approved by the government and must follow all the safety protocols. At gatherings of between 10 to 100 people, masks and maintaining a distance of up to 2 meters between seats will be mandatory.

Masks required in public?

  • Yes

  • Face masks are compulsory in public areas, shops, supermarkets, exhibitions, and wherever the social distancing requirement of 2 meters cannot be met, except for children ages six or below. Masks are mandatory in any gatherings of more than four individuals.

Other

  • Gyms, fitness centres, and sports halls may reopen if social distance measures can be maintained.

  • Swimming pools are permitted to open with distancing measures.

  • Indoor and outdoor playgrounds are open.

  • All educational institutions are open.

  • Cinemas and theatres are open but with reservations. Social distancing must be practised.
