COVID-19 Precautionary Measures in Paraguay (30 November Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are permitted to enter the country.

Can a foreigner enter the country?

  • Yes with exceptions

  • Foreigners are allowed with some exceptions.

Is a test required on arrival?

  • No with exceptions

  • Mandatory test is not required upon arrival. However, in certain exceptional cases, residents or citizens of Paraguay may enter without testing, provided they must enter quarantine and take an RT-PCR test within 24 hours upon arrival at their own expense and must remain quarantined until the results are available, followed by ten days of self-quarantine in case of positive results.

Is a test certificate allowed?

  • Yes

  • Test certificates issued outside of Paraguay are accepted.

Test certificate required?

  • No with exceptions

  • Travellers may present a negative COVID-19 RNA test: RT-PCR or NAAT test certificate taken within the last 72 hours before arriving in Paraguay to avoid the mandatory quarantine.

  • Children under the age of 10 are exempted from the mandatory testing requirements.

  • Pre-tests are not required for people from Brazil entering under the free transit regime.

Is quarantine required on arrival?

  • Yes with exceptions
  • All travellers, including citizens and residents arriving in Paraguay will be assigned to a 14-day quarantine unless they have a valid PCR certificate issued within the last 72 hours before entering Paraguay.
  • People who are unable to quarantine at their homes or other accommodations can quarantine at government shelters or health hotels. To quarantine in a government facility, travellers may contact Interinstitutional Coordination Centre (CCI-CODENA) through email: [email protected].

  • People from Brazil entering under the free transit regime are not required to quarantine.

Insurance required?

  • Yes

  • All non-resident foreigners (except for residents of MERCOSUR countries) will be required to submit a proof of international health insurance covering all expenses related to COVID-19, including tests and treatment.

Entry form required?

  • Yes

  • Travellers are required to complete and submit a health card upon arrival or 24 hours before entering the country.

  • People from Brazil entering under the free transit regime are not required to complete health forms.

Airline restrictions

  • Minimal

  • Paraguay reopened its air borders. Commercial flights to and from Paraguay are operating on a limited number of routes throughout Latin America. One direct flight to Madrid is expected per month.

  • Silvio Pettirossi International Airport is open. Regular commercial flights have resumed.

Border restrictions

  • Moderate

  • Paraguay reopened its land and air borders. However, only limited authorized foreigners will be allowed to enter as of now.

  • Paraguay may open its borders to tourism during the summer season (December to March 2021).

  • The Friendship Bridge that connects Paraguay and Brazil is open.

  • Under the free transit regime, residents of border cities, such as Ciudad del Este, Foz de Iguazu, Pedro Juan Caballero, Ponta Pora, Saltos del Guaira, Mundo Novo and those who carry out their activities within the 30-kilometre area of the border crossings with Brazil are allowed entry and exit. However, people who are allowed to enter the country under this regime must leave within 24 hours. Masks are mandatory for entry.

  • The entry hours under this regime are:

  • International Friendship Bridge: from 5:00 to 14:00.

  • Pedro Juan Caballero: from 9:00 to 22:00.

  • Saltos del Guaira: from 6:00 to 21:00.

  • Transportation of cargo is allowed across borders.

Curfew restrictions

  • Significant

  • The “Social and Smart quarantine” has officially ended. The government has introduced several new flexible restrictions. The restrictions on movement for non-essential purposes remain in place from 00:00 to 5:00 every day. These restrictions will remain in place until at least 6 December.

Social distancing restrictions

  • Minimal

  • There is a ban on gatherings of more than 12 people.

  • As of 29 November, additional measures will be in place in Caacupe district, Cordillera department which can be found here.

Internal travel restrictions

  • Minimal

  • Travellers must wear face masks while travelling on any public transportation.

  • Four people are allowed to travel in private vehicles and up to two people on motorcycles.

Non-essential shops open?

  • Yes

  • Non-essential business activities and movements will be allowed between 5:00 to 23:59.

Accommodations open?

  • Yes

  • Hotels are operating following sanitary protocols.

Restaurants open?

  • Yes

  • Restaurants are allowed to operate based on reservations and registration of the customer’s details.

Bars and cafes open?

  • No

  • Bars and other venues with dancing are currently not allowed to operate.

Places of worship open?

  • Yes

  • Religious activities and services are allowed with an audience of up to 100 people indoors and 150 people outdoors. The social distancing of up to 2 meters must be maintained.

Events allowed?

  • Yes with exceptions

  • Cultural events are allowed up to 75 people, except in Caacupe district, Cordillera department, where cultural events are allowed with up to 50 people.

  • Children’s events are prohibited. Children and teenagers are only allowed to move around with an adult member of the family.

Masks required in public?

  • Yes

  • Face masks are required in both open and closed places, whether public or private for public use

Other

  • Educational institutions are currently suspended until December 2020.

  • Essential activities, including pharmacies, call centres, and delivery services, will be able to operate on a 24-hour basis.

  • Non-contact sports, physical activities and group classes are allowed in gyms and other spaces. However, physical activities and non-contact sports are only allowed in a group of up to four people in open areas.
