COVID-19 Precautionary Measures in Guam (21 November Update)

Can a resident enter the country?

  • Citizens and residents are allowed to enter.

Can a foreigner enter the country?

  • Yes

  • Foreigners are allowed to enter.

Is transit allowed through the country?

  • Yes with exceptions

  • Transit through Guam is allowed; however, passengers will be restricted to a designated location at the airport until the time of departure and the layover must not exceed 13 hours.

Is a test required on arrival?

  • No with exceptions

  • All travellers arriving via air or sea, are subject to medical screening. Travellers may be required to take a COVID-19 test on the sixth day after arrival.

Is a test certificate required?

  • No

Is quarantine required on arrival?

  • Yes with exceptions

  • Travellers must sign a voluntary quarantine acknowledgment form accepting the quarantine requirements. Travellers choosing not to sign the form may be issued with a directive for temporary quarantine.

  • Travellers arriving from any country on direct flights with no reported cases are exempted from the testing and quarantine measures. However, passengers must follow any instructions and requirements set by the authorities.

  • Violation of quarantine measures may lead to a fine, imprisonment, or both.

  • All passengers must complete a health declaration form and voluntary quarantine acknowledgment on arrival at Guam.

  • Non-essential retail businesses are allowed to open with safety protocols. Customers cannot enter stores, however, can place their orders beforehand and pick up the goods at the establishment.

  • Yes with exceptions

  • Beaches are open, however, gatherings are not allowed. Beaches are open for individual use only such as exercise.

  • Salons, personal care services are allowed to open with limited occupancy and social distancing measures which include mandatory wearing of face masks.

  • Masks are required in public places as well in public transports.

  • Entertainment venues, such as movie theatres, are open.

  • Public parks are open for individual use.

  • Sports activities without spectators are allowed, however, no congregation between participants is allowed.
